Separate approval gate
Successful collection only creates private source caches. It does not approve projections, refresh frozen draft rankings, import draftable players or change public draft or scoreboard data.

Review and freeze the draftable pool
Approval is protected by your signed-in Commissioner session and an additional explicit snapshot confirmation.
Provider caches must use the canonical v0.7 player format. Upload authorized exports only when no compatible server connector exists. Verified opponents, PS/BPS, injuries and the reviewed ranking live in a separate support file. Nothing becomes draftable until the final approval.
Manual source staging consumes zero external provider calls. It does not verify licensing automatically; every source requires explicit review.
